Director, Business Development (Government and Defense Market)



The Director, Business Development develops and manages the building of key strategic relationships within the Government and Defense Market to identify potential customers and new opportunities. The position will drive the business unit’s strategy through analyzing, planning, and executing objectives that accomplish strategic short- and long-range plans by identifying and capturing opportunities to achieve business objectives. Expectations include growth and financial profitability by performing the following duties personally or through subordinates, at the Government and Defense Business unit level.



  • Identify and develop synergistic partnerships for programs and products that leverage both parties’ strengths, allow access to new markets or opportunities, increase share of market, or improve competitive position in the market.
  • Develop and validate alternative business models to expand core capacities or leverage company strengths.
  • Maintain market expertise through market research, internet research, interfacing with customers, attending trade shows, industry events, engaging with key stakeholders and other networking.
  • Advocate for Milliken technologies directly and through subordinate personnel to influence product or program requirements and other business opportunities.
  • Works closely with cross functional partners to ensure business’s customer focus, strategic objectives and plans are embraced and supported.
  • Drive development of sales tools, events, social media, e-commerce, and other marketing activities that drive revenue while leveraging and strengthening the brands within the Business Unit’s offering.
  • Oversee the administration of the Business Unit’s short- and long-term strategic plans to provide future revenue and demand projections based on market research and customer trends. Organizes projects and assigns tasks and projects to individuals most qualified for the activity.
  • Ensure that Voice of Customer is reflected in R&D activities while also providing appropriate updates to customers. 
  • Ensure all project requirements are well defined and met according to plan.
  • Oversee and maintain opportunity pipeline to include contract award timing and program value.
  • Support Upper Management in deal negotiations, contract development, due diligence, and other business development projects.
  • Acts as liaison to government agencies, industry associations, and advocacy firms.
  • Resolve escalated issues.

  • Bachelor's degree (BS/BA) or advanced technical degree in Business Management, Marketing, Business Development from a four-year technical college or university; or 12 to 15 years of related business development/marketing, government business development/sales experience and eight to 10 years relevant business development management/marketing management and staff management experience and/or training; or equivalent combination of education and staff management experience.
  • Master’s Degree preferred.



  • Working knowledge of government procurement, US DOD program development and the US President’s budgeting process.
  • Strong computer skills, administrative data control, scheduling, and team interface.
  • Strong written and verbal communication skills and teamwork.
  • Manages competing demands while meeting commitments.
  • Works within the highest level of integrity, ethics, and safety.
  • Operates under limited direction and exercises independent judgment.
  • Ability to travel, including possible international travel, is required.
