The Advanced Environmental Professional is responsible for the overall coordination, implementation, and execution of environmental affairs for the plant.  These responsibilities include, but are not limited to, the areas of wastewater treatment, air emissions, solid waste, hazardous waste, operator certification, asbestos management, spill response, auditing, SARA, stormwater, PCB management, environmental file maintenance, training, and drinking water (where applicable).  The Advanced Environmental Professional is responsible for being knowledgeable of the regulations applicable to the location and for staying abreast of state of the art treatment and abatement technologies.  The Advanced Environmental Professional is responsible for leading programs for the minimization and elimination of waste streams to all media (land, air, and water).  The Advanced Environmental Professional is responsible for ensuring that all associates, visitors, contractors, and truck drivers receive the proper training as it pertains to their job functions.

 

 

Specific Duties:

 

1.         Waste Water Treatment  

 

  1. Monitor daily wastewater treatment operations to ensure compliance with all permit requirements.
  2. Ensure that written procedures are in place for proper sampling, including measurement for parameters, where certified, and correct and timely shipment of samples to certified labs.
  3. Ensure that written operations and maintenance procedures that conform to regulatory requirements are in place.
  4. Ensure complete knowledge of all permits and permit regulations.
  5. Maintain all permit compliance data and prepare the required reports for submission to regulatory agencies.
  6. Work with the Corporate Environmental Engineer to prepare permit renewal applications and construction applications when necessary.
  7. Monitor compliance data and bring any adverse trend or permit excursion to the immediate attention of location management.  Recommend corrective action.
  8. With the concurrence of Corporate Environmental and Corporate Engineering, initiate projects to upgrade the wastewater treatment facility as needed.
  9. Ensure that all permit and laboratory fees are correct and all fees paid.
  10. Ensure participation in Water Pollution and Quality Assurance studies, if applicable.
  11. Input water usage into Enviance and utilize its charting capabilities.

 

 

  1. Air Emissions

 

  1. Work with the Corporate Environmental Engineer to prepare permit renewal applications and construction permits.
  2. Work with the Corporate Environmental Engineer and with plant associates to ensure that construction permits are obtained prior to installation or modification of processes that affect air emissions.  If a determination is made that a permit is not required, maintain appropriate documentation in the environmental files.
  3. Be knowledgeable of all air permit requirements and ensure that procedures are in place to collect the data necessary to demonstrate permit compliance.
  4. Ensure that any emission tests required by the permit are performed and reported as required by the permit.
  5. Perform air emission calculations to prepare reports as required by regulatory agencies.
  6.    Monitor the performance of air emission sources and bring any adverse trend or permit excursion to the immediate attention of location management.  Recommend corrective actions.
  7. Ensure that all calculations and submissions concerning emissions based fees are correct and all fees paid.
  8. Input fuel usage and refrigerant data into Enviance and utilize its charting capabilities.
  9. Ensure air monitoring training is completed as required by the Title V permit and by corporate procedures.

j.       Conduct usual observations, recordings, auditing and record keeping required by permit.

 

 

3.     3.    Solid Waste

 

  1. Maintain period data on solid waste and submit to the Corporate Solid Waste Project Manager each period.
  2. Develop and implement solid waste reduction plans for the location.
  3. Prepare solid waste permit renewal applications, as directed by the Corporate Environmental Engineer.  This includes biological sludge from wastewater treatment and coal ash, if applicable at the location.
  4. Ensure that procedures are in place to use the Discarded Material Tracking Form for all shipments to the landfill.  Maintain these records in the environmental files.
  5. Ensure that procedures are in place for, and that all associates are trained in, the proper disposal of solid waste.
  6. If applicable at the location, ensure that procedures are in place for the proper handling, disposal, and maintenance of records for landfill disposal of wastewater treatment sludge and for ash from coal boilers.
  7. Input solid waste data into Enviance and utilize its charting capabilities.

 

 

4.        4. Hazardous Waste, Non-Hazardous Chemical Waste, Used Oil

           

  1. Ensure that procedures are in place for the proper characterization, handling and disposal of hazardous waste, non-hazardous chemical waste and used oil.  Maintain the disposal manifest records in the environmental files.
  2. Ensure that an accumulation log is in place for these wastes.
  3. Ensure and/or perform audits of the accumulation area(s) per SPI 12E Generating, Handling, and Storage of Waste.
  4. Train the associates who handle hazardous waste in the above-mentioned procedures and maintain records of the training.
  5. Initiate programs and train associates to minimize these wastes if and where possible.
  6. Develop and implement hazardous waste reduction plans for the location, if possible.
  7. Attend all required training for characterizing waste and manifest signatures. (Corporate and regulatory requirements)
  8. Input hazardous waste, non-hazardous chemical waste, and used oil data into Enviance and utilize its charting capabilities.

 

 

  1. Operator Certification

 

  1. Ensure that the plant has the proper number of certified operators of the level required by each permit.
  2. Ensure that the wastewater operators receive the required training to remain certified and to progress in certification level.
  3. Be sure that the operator’s annual certification fees are paid before the deadline.

 

 

  1. Asbestos Management

 

  1. Make sure that all asbestos containing insulation at the location is identified and labeled.
  2. Ensure that the asbestos insulation is inspected every six (6) months and maintain records of these inspections.
  3. Ensure that any problems noted during an asbestos inspection are corrected promptly.
  4. Ensure that the proper procedures are followed for any asbestos removal or abatement project, and that the appropriate records are maintained in the files.
  5. Ensure that all associates and contractors are knowledgeable of the procedures that apply to asbestos.

 

 

  1. Spill Response

 

  1. Maintain an up-to-date spill response procedure for the location, including appropriate telephone numbers.
  2. Ensure that associates are trained on the procedures.
  3. Maintain a sufficient number of spill containment kits at the location.
  4. Maintain the SPCC Plan and/or BMP Plan, if required.

 

 

  1. Audits

 

  1. Set up and maintain an internal environmental audit program utilizing the plant’s or division’s Environmental Cross Functional Team.
  2. Respond to audits by Corporate Environmental and/or outside auditors by developing and implementing corrective action procedures promptly.
  3. Maintain and review procedures to follow in the event of audit by regulatory authorities.

 

 

9.         9. SARA

           

  1. Ensure that all reports required by SARA Title III are submitted on or ahead of the deadlines.  Maintain these reports and the supporting documentation in the environmental files.
  2. Maintain up-to-date file of MSDS’s for all applicable chemicals used at location; ensure that MSDS’s are filed so that Associates can access quickly.
  3. Ensure that all required notices to local and state entities are current.
  4. Ensure that Haz Mat fees are correct and all fees paid, if required.

 

 

10.      10.  Stormwater 

 

  1. Ensure that the plant has completed all storm water containment measures.
  2. Implement procedures to comply with stormwater regulations and/or permits when these are issued by the regulatory agency.
  3. Maintain the SWPP Plan, if required.
  4. Conduct annual training for engineering associates.
  5. Ensure that all permit fees are correct and all fees paid.

 

 

11.       11. PCB Management

           

  1. Ensure that procedures are in place to inspect any PCB containing electrical equipment every six months and maintain records of these inspections, if applicable.
  2. Make sure that any PCB leaks are promptly repaired in conformance with regulations, if applicable.
  3. Ensure that all records associated with PCB disposal are maintained in the environmental files.

 

 

  1. Environmental Files

 

Maintain and keep current the Environmental Files according to the procedures issued by the Corporate Legal Department.

 

 

  1. Drinking Water (applicable only if the plant treats potable water for associates).

 

  1. Ensure that procedures are in place to comply with all requirements, including sampling and maintenance of records, as stipulated in the plant.
  2. Perform additional sampling as required by Milliken & Company procedures.
  3. Prepare permit renewal applications as directed by the Corporate Environmental Engineer.
  4. Monitor sampling data and bring any adverse trend or limit exceedance to the immediate attention of location management.  Recommend corrective action.

 

 

  1. Backflow Preventers

 

  1. Verify that adequate backflow preventers are in place to conform to applicable regulations or to company guidelines, whichever is stricter.
  2. Ensure that the backflow preventers are checked on an annual basis (or more frequent if required by local regulation) by a certified technician.
  3. Maintain these records in the file and submit to local authorities, if required by regulations.

 

 

  1. Safety Process

 

  1. Participate in the location safety process and discussions.
  2. Sponsor the Emergency Procedures and Environmental subcommittee and its activities pertaining to emergency and environmental improvement activities.
  3. Maintain the Environmental Incident Chart.

 

 

  1. Radiation Management

 

  1. Ensure that procedures are in place to inspect/monitor any x-ray source equipment as required and maintain records of these inspections, if applicable.
  2. Maintain the Radiation Safety Plan for the Physical Testing Laboratory at Pendleton.
  3. Ensure that all registered equipment fees are correct and all fees paid.

 

 

  1. Maintain a tracking and follow-up system for the location to ensure that all regulatory reports, filings, and permit renewal applications are submitted on or ahead of the deadline.

 

 

  1. Maintain a Return Receipts Log for all mailings (Certified Mail – Return Receipt Requested) to regulatory agencies.  This includes samples submitted to regulatory agencies.

 

 

  1. Be responsive to any community concerns, bring any such concerns to the attention of location management, and consult with Corporate Environmental for advice.

 

 

  1. Bring any matter thought to be of regulatory interest to the immediate attention of location management.

 

 

  1. Help maintain VPP books, as needed, for the following:

 

  1. Lead
  2. Radiation
  3. Formaldehyde
  4. Asbestos
  5. Hazard Communication
  6. Environmental Safety Subcommittee

 

 

  1. Maintain ISO 14001 (Pendleton Environmental Management System Manual).

 

 

  1. Ensure knowledge of all Corporate Environmental Standard Practice Instructions.

 

 

  1. Be knowledgeable of company ISO 14001 registration and requirements.

 

 

  1. Maintain Environmental Footprint project tracking.

 

 

  1. Ensure other assignments on the Environmental Calendar are completed on time.

 

  1. Input water and energy data into Enviance and utilize its charting capabilities.

 

 

  1. Perform other assignments as requested by management.

 

 

  1. Delegate the above items to the Environmental Back-up, as needed.

 

 

  1. Manage all direct reports.
